How the score works: Priority = (Likelihood × Impact) + Timing urgency − Mitigation in place. Likelihood and impact combine multiplicatively because a risk that's both likely and severe deserves more attention than either factor alone would suggest. Timing and mitigation then adjust that base number up or down.
