RFQ vs RFP vs RFI vs Tender: Which One to Use and When

RFI, RFQ, RFP and tender are often used as if they mean the same thing. They don’t, and choosing the wrong one costs time: an RFQ sent before the specification is ready produces quotes you can’t compare, and a full RFP for a commodity item wastes everyone’s week.

The difference in one table

Document Use it when You already know Vendors send back You evaluate on
RFI (Request for Information) Exploring a market or finding capable vendors The need, not the solution Capabilities, experience, references Who to shortlist
RFQ (Request for Quotation) Specification is fixed; you need prices Exactly what you want Price, delivery, commercial terms Total cost after technical compliance
RFP (Request for Proposal) The solution or method is open The outcome, not the method A proposed solution plus price Weighted mix of approach, capability and price
Tender Formal, often public or high-value, competitive process Full scope and contract terms Sealed technical and commercial bids Pre-declared criteria, strict rules

How they fit together on a project

A typical EPC sequence for a new equipment package: send an RFI to identify vendors with relevant references, shortlist, then issue an RFQ with the final datasheets once engineering has frozen the specification. For a service where you want vendors to propose the method, such as a maintenance strategy or a software platform, an RFP fits better. Large or public contracts usually follow a formal tender procedure with sealed bids and fixed evaluation rules.

Three common mistakes

  • RFQ before the spec is frozen. Every revision triggers a re-quote and resets your comparison.
  • RFP for a commodity. You don’t need a proposal for standard pipe fittings; you need a price.
  • Skipping the RFI in an unfamiliar market. You end up asking the wrong three vendors for prices.

Terminology varies by company and country, so always follow your organisation’s procedure names and approval thresholds.
